I feel like maybe you have 2 things going on here

There has been recent discussion about NC's policy of giving athletes in-state tuition. We believe that to be true only for full scholarship students (athlete and non-athlete alike).

As for establishing residency, any student at any school in any state should be able to establish residency, but it's far from a trivial task and it's probably been harder to impossible for an athlete in the past, being restricted from making money in the university's state...maybe NIL softens that a bit. But PSU can't keep an athlete from gaining residency...it's likely tough, but it's not a "perk they don't offer."

As for how PSU gets kids...the best want to be around the best. Cael is the best and he's filled their room with the best. The best want to win championships. PSU has been a dynasty. They've won 9 of the past 11 national championships with god knows how many individual champs and AA's.
